A programme to build low-cost smokeless stoves is helping to improve women’s health and alleviate poverty in rural Pakistan, where four in every five households lack access to a clean, safe cooking resource.

Smoke from traditional open-flame wood-burning stoves can cause serious respiratory infections and eye problems, while food cooked on these floor-mounted stoves is easily contaminated leading to diarrhoea, especially in children.

The Chulah programme teaches marginalised women to build a hygienic, sustainable, smokeless earthen stove, which not only improves their health but also empowers them to earn a living by marketing and building stoves in other villages.

The programme is run by the Heritage Foundation of Pakistan, which has trained 35 ‘Barefoot Village Entrepreneurs’ (BVEs) in Chulah construction. BVEs act as master trainers, charging USD$2 to teach other women to build their own Chulahs out of mud bricks and lime. Materials cost an additional USD$6, bringing the total cost to USD$8.

Chulah stoves use 50 – 70 per cent less firewood than traditional stoves, reducing deforestation and saving valuable time for women, whose job it is to collect fuel.

Since 2014, more than 40,000 stoves have been built, improving the health of 300,000 people. The Heritage Foundation aims to expand the programme to build 100,000 Chulahs per year, bringing the health and economic benefits of the stoves to millions more disadvantaged women and their families.

Description

Food preparation is an essential part of daily life but for women living in impoverished rural Pakistan it is a time-consuming and arduous task that puts both their own health and that of their family at risk. This is because millions of rural households depend on open-flame wood-burning stoves, which fill homes with smoke causing acute respiratory infections and eye problems. Food cooked on these floor-mounted stoves is easily contaminated with dirt – a major cause of diarrhoea, particularly among children.

Women suffer most, as they are the ones who cook for their families. In rural communities where there are high levels of poverty and illiteracy, women are very disadvantaged and restricted to the domestic sphere, looking after their family as well as livestock and crops. They spend hours each day collecting firewood for the stoves, which are inefficient and require large amounts of fuel.

In 2013, non-profit organisation the Heritage Foundation of Pakistan launched a programme to improve the lives of the estimated four in five rural women who lack access to a clean, safe cooking resource. The programme teaches women to build a hygienic, sustainable, smokeless earthen stove known as a ‘Chulah’, which not only improves their health but also empowers them to earn a living by marketing and building stoves in other villages.

How it works

The Chulah is a low-cost, fuel-efficient double stove on an elevated earthen platform. It is built from sun-dried mud bricks and strengthened with lime render. The design is Disaster Risk Reduction compliant, meaning it is more robust than traditional floor-mounted stoves, which are easily damaged by earthquakes or washed away by floodwater, leaving families without the ability to cook in emergency situations.

An air regulation pipe transfers heat from the first stove to the second, improving efficiency by making it possible to cook two pots from the same fire. When the fire is lit, the Chulah’s chimney emits smoke at a high level, eliminating the damaging pollution associated with traditional open-flame stoves. Better hygiene is promoted with the inclusion of handwashing facilities as well as storage space for cooking utensils.

Women construct the Chulahs themselves under the guidance of a Barefoot Village Entrepreneur (BVE) or ‘Stove Sister’. The Heritage Foundation initially trained 35 BVEs – mostly women with very low literacy levels who, after implementing the scheme in their own village, visit neighbouring communities to market the product. BVEs charge a fee of USD$2 to teach women to build a Chulah. This is paid in two instalments: half in advance and half once the stove is finished. This system helps with affordability and ensures the self-built stove is functioning properly as the BVE can check its performance once completed. BVEs also provide hygiene training to encourage handwashing prior to handling food.

The total cost of building a Chulah is low at around USD$8 and is paid for by the household. This includes the training fee, USD$3 for a bag of lime, and USD$3 for sand and gravel. Clay and earth is locally sourced and freely available and there are no labour costs because the women carry out the work themselves. It takes two days to build a Chulah and another two days to decorate one, making each stove a personal work of art.

Since 2014, more than 40,000 stoves have been built, mostly in villages in Lower Sindh, benefitting more than 300,000 people with improved health and better food. The popularity of the stoves has grown mainly via word-of-mouth recommendation. For example, friends and relatives who visit a home with a Chulah often express an interest in building one for themselves and BVEs take these opportunities to market the product and spread the technique.

The scheme has minimal running costs, aside from USD$5,000 spent on training the initial 35 BVEs, which was paid by the International Labour Organisation.

Clear benefits

In spite of the Chulah’s clear health benefits, implementation of the programme has not been without its challenges. In conservative rural communities, men are not accustomed to women working independently and some women initially faced opposition from their male partners, until they learned that a BVE could earn substantial income. In some cases men have joined their wives in the venture, which has ultimately contributed to the success of the scheme. One BVE named Champa and her husband have helped others to build 20,000 stoves and earned USD$40,000.

The opportunity to earn money is not the only way the Chulah scheme is empowering marginalised women. The stove’s large raised platform achieves greater dignity for women by enabling them to cook and carry out other household tasks while standing rather than crouching on the floor. The stove improves cooking efficiency by around 25 per cent – saving valuable time – and can also become a focal point in the village, where women from neighbouring houses can meet and interact, strengthening social ties.

The Chulah also benefits the environment by reducing the use of firewood by 50 – 70 per cent. The use of agricultural waste, small twigs or sawdust bricks as fuel helps to prevent further deforestation and environmental degradation and also means women no longer need to spend excessive time collecting wood.

Since launching the programme, The Heritage Foundation has learned that many families use the Chulah to keep warm in the winter. The organisation recognises the potential benefit of this dual function for impoverished families and hopes to develop a new design that would better direct heat from the stove into rooms.

The Chulah’s future

The Heritage Foundation believes the Chulah programme has an important role to play in the alleviation of rural poverty both in Pakistan and in other countries where the materials needed to construct the stoves are readily available.

It is working closely with the International Organisation for Migration (IOM) in the construction of 40,000 zero carbon shelters in Pakistan. Through this programme, Chulah training has been given to women in other parts of the country with mixed success.

In Upper Sindh, 100 teams of men and women were trained and 7,000 Chulahs have been built. In Shangla and Dera Ismael Khan, however, just 150 and 50 Chulahs have been constructed respectively. This is due to restrictions on women leaving their homes or villages, which has hampered marketing and training opportunities.

The Heritage Foundation remains committed to the programme and aims to build 100,000 Chulahs per year. The organisation is currently seeking funding to carry out large-scale training of new BVEs in different regions of Pakistan. This would enable the Chulah to be used in even the most remote corners of the country, providing a source of income, lowering living costs and improving the health of millions of marginalised women and their families.

848,000 houses were destroyed and 9.7 million people affected by severe floods in western Pakistan in 2011. This project developed and provided support to build over 20,000 flood resistant houses by the most vulnerable families based on local and traditional building designs. The houses were built using local labour and construction skills. Water resistant and lighter weight materials, such as lime and bamboo were introduced, creating huge savings in cost and embodied carbon over standard reconstruction approaches.

 

Project Description

What are its aims and objectives?

The aim of the project was to quickly provide low-cost safe housing to some of the most vulnerable families affected by the floods.  The project did not take the approach of direct post disaster reconstruction; instead it facilitated a mass community self-build programme. Most of the communities affected were remote, had few resources and families frequently had a poor understanding of the structural vulnerabilities of buildings.

The project achieved its aims by supplying disaster-resistant materials and facilitating wide-scale training of communities to rebuild buildings themselves using these materials.Within each district, local project partners worked in collaboration with government authorities to identify the most affected villages. Committees of local people who knew the families were formed. These committees selected the neediest families, using previously established criteria. Priority was given to families whose homes had been completely destroyed. The highest priority was given to those families who also had disabled or elderly family members, had particularly low incomes or where the family size was large. The project worked with the communities to provide training on effective building techniques. This approach helped people to build 23,387 houses at an average cost of US $300 per house.

What context does it operate in?

Floods affect large parts of Pakistan. The 2011 flood was particularly severe and 848,000 houses were destroyed or damaged and 9.7 million people were affected by severe flooding in Southern Sindh and Eastern Balochistan. These regions are amongst the poorest in Pakistan and many residents were very vulnerable, even before the disaster. Houses collapsed under the weight of waterlogged roofs and foundations were compromised by the flood waters. Many of the affected areas had also been hit by floods in 2010 and families reconstructing homes after those floods lost everything twice. This project has focused on helping rural communities which have suffered disproportionally from the extensive flooding.

The Heritage Foundation has been involved in post-disaster reconstruction since the 2005 Kashmir earthquake, where the organisation recycled materials such as stone, mud and wood from collapsed houses, adding lime and traditional cross-bracing (dhajji) to create stronger buildings. Another local material, bamboo, was subsequently tested and proven in housing displaced populations in the Mardan region. The use of these materials was then further developed during post-flood reconstruction in the Swat region in 2010, using multiple bamboo joists and cross-bracing to carry heavy roofs, withstanding subsequent flooding and several feet of snow.

This experience was then taken further in early 2011, after the 2010 floods in Upper Sindh, creating bamboo buildings on stilts, thus proving the feasibility of building two-storey structures of bamboo that have withstood several floods since; this included housing over 400 households. All this experience fed into the current project, implemented after the 2011 floods in Lower Sindh.

What are its key features?

Various aspects make this project unique. Most important is the experience gained by all the project partners including the UK Government’s Department for International Development (DFID) and International Organisation for Migration (IOM) in previous disasters and shared in this project. This experience, in terms of suitable building materials and building techniques, was then further piloted, tested and proven in the programme area, before being scaled up into this project. The project adopted materials that had proved to be durable and flood resistant in post disaster reconstruction in other parts of the world. This included bamboo, which was used in place of timber and steel. Bamboo was cheap, flexible and strong and experience had shown it to be more resilient than timber and steel to floods. Hydraulic lime is a form of mortar that is much more water resistant than other forms of mortar. It had not previously been commonly used in Pakistan but can be made easily from locally available materials. It was used instead of fired bricks and cement.

These materials were then adapted into traditional building designs and techniques used in the areas affected.  A significant advantage of the use of these materials were the carbon savings. By avoiding cement and fired bricks wherever possible, the wider project has saved approximately 365,000 tonnes of carbon dioxide.  Implementation was then supported by large-scale training of the communities, raising awareness around disaster risks and the vulnerabilities of their traditional ways of building. It then provided knowledge and training in using bamboo and lime materials to create safer buildings.

How is it funded?

Overall funding of £30m over three years has been provided by DFID based on detailed proposals submitted by the implementing partners, including International Organisation for Migration (IOM), which then worked with the national organisations, such as Heritage Foundation. The costs of technical consultants, training and community level training and support are included in the overall budget. The capital costs were US$300 per One Room Shelter (ORS) plus an estimated US$214 per house as the cost of overheads, transport, advisors, equipment, consultants and researchers. DFID has played a key role in the project by maintaining its funding for reconstruction after all major floods.

What impact has it had?

23,387 shelters had been completed, by Heritage Foundation by the end of the programme in 2012. The wider DFID programme, of which this was a part, implemented by various other partners, has benefitted 100,000 families in Sindh and Balochistan. The project has also enhanced the livelihoods and promoted the use of local materials. The techniques have reduced the carbon emissions and demonstrated an approach to deliver flood resistant reconstruction at an affordable price. Evaluation studies are underway to further gather the evidence of the project impact.

 

Why is it innovative?

What is the environmental impact?

According to the estimates made by DFID’s advisor, by avoiding the use of cement and fired bricks this project has saved approximately 365,000 tonnes of CO2, which is equivalent to three days’ emissions from the city of London or 170,000 inter-continental return flights. The project has used local, light-weight materials. The use of bamboo instead of wood reduces the environmental impact on forests. The project does introduce improved stoves, which should be more fuel efficient.

 

Is it financially sustainable?

The project started by making use of the Floods Relief Fund made available by DFID. By giving beneficiaries the skills to self-build with improved vernacular technologies, no further funding is required to maintain the project, although there are still thousands of families requiring help. The decentralised procurement process also contributes to local income generation. With the help of International Labour Organisation (ILO), the Foundation has also been able to initiate a programme of village barefoot entrepreneurs, who are now marketing the project’s shelters or parts thereof, including eco-toilets, stoves and other innovations. Local tribes, known as Odhs, who are traditionally employed in construction, have also found work locally. In addition, the programme and its precursors have been piloting women-focused Community-based Disaster Risk Management Centres, which have promoted alternative income generating activities.

 

What is the social impact?

The project worked with the local communities and government departments.

The village committees were established to deal with the selection of beneficiaries, the management of the funding at village level and through participation in training.  The project placed great emphasis on reaching all households with awareness raising regarding disaster risks and training to improve on vernacular building. As the shelters were relatively small, the project foresaw they would be extended at some stage in the future and aimed to give beneficiaries sufficient skills to do so on their own. The project has changed the role of women, enabling more women to be involved in construction and various alternative forms of income generation. Women are also now beginning to take a lead role in the Community-based Disaster Risk Management Centres.

 

Barriers

  • Though many of the improved vernacular technologies have proven their DRR in practice, funding has been lacking to actually test them structurally.
  • Households had to divide their time between construction and agriculture, affecting quality and donor deadlines. Quality was also affected by not all households valuing some of the support staff’s recommendations. Some further work is needed to improve the quality and reach of technical support. After reconstructed houses had proven their value during the 2012 rains, motivation to build better increased considerably.
  • Many households have been unable to extend their ORS due to extreme poverty and lack of access to micro-credits.
  • Lack of funding to support trained builders to become village entrepreneurs or provide technical support.
  • The programme was unable to initiate local bamboo plantations, to ensure sustainable harvesting in future.
  • Convincing a large number of organisations quickly of the efficacy of the project methodology was difficult, but the use of volunteers in surveys and piloting of solutions enabled the programme to rapidly provide useful information and proven options. The method was soon adopted as a key component of the “Pakistan Initial Floods Response Plan” and in grant applications to donors and thus a relatively small initiative became influential.

 

Lessons Learned

  • It is possible to improve vernacular technologies using mainly simple local means to become much more disaster-resistant, in many different locations and to transfer and adapt these experiences between locations.
  • It is possible to help disaster victims rebuild or retrofit damaged houses with relatively limited cash inputs, of just over US$500 per household, and, based on continued research by the Foundation, this can be further reduced.
  • Adequate training of each participating household is key to successful construction and its sustainability.

 

Evaluation

IOM monitored beneficiary selection, as explained above, as well as the proper use of cash for shelter by randomly scrutinising 5 per cent of beneficiaries. In doing so, it also ensured that monitoring would involve a visit to each village.

 

Transfer

Following the success of this programme in Lower Sindh, the methodology was replicated in Upper Sindh, with additions based on local technologies. Currently, 11,557 ORS are under construction there and a further 3,000 under preparation.

A survey in various programme villages revealed that community members who did not benefit from the project replicated the module with their own resources, attracted by its low cost and ease of construction, sometimes with the advice of people trained by the programme.

The Foundation has conducted training for several other agencies and communities, e.g. those affected by the Awaran earthquake of 2013 in Balochistan. And following some research, HF built several prototypes there, using earth and bamboo, with Swiss Aid. A local organisation, trained by HF will build several thousand shelters there, funded by DFID. HF is currently also being considered to provide assistance with rehousing a million people displaced from North Waziristan.

Description

A common approach to housing the poor in Asian cities is to relocate slum households to new multi-storied apartment blocks, often on the periphery of cities. This is often justified on the basis that the only way to achieve suitable densities in urban areas, to match local planning regulations, is to have multi-storied apartment blocks. Houses on individual plots of land are seen as low-density and inappropriate or not possible given local planning regulations. A recently completed conceptual study from Karachi, Pakistan, challenges this prevailing view by highlighting that similar or even higher densities than specified in local planning regulations can be achieved by using an individual terrace house typology. In terms of settlement and building design, this highlights the importance of exploring design options to suit the local conditions and constraints, rather than settling for one building design and repeating it throughout a city or country. 

The experience also demonstrates the opportunity for building and settlement regulations to improve housing affordability. For example, through reducing the size of the plots in Khuda Ki Basti 3 to the lower-end of the regulatory minimum (but still to a size that is comfortable and can accommodate household activities) the cost of a plot reduces from 525 USD to 308 USD, a 41 per cent cost reduction. This also reduces the cost of infrastructure development (water, sewerage, and roads) for each plot by 44 per cent which can reduce the overall cost of each housing unit. While maximising plot area is desired by most urban households, both rich and poor, the fact is that to improve affordability, especially at the lower end of the market, development costs have to be reduced. Modifying planning regulations to facilitate the large-scale provision of land that is affordable for individual households is one important part of improving affordable housing provision.  

Building and planning regulations play a crucial role in determining the affordability of housing. Often cities have antiquated or inappropriate design standards and regulations that increase the cost of land and housing provision. Common regulations are inappropriately large minimum plot dimensions that result in expensive plots of land to purchase as well as to service with infrastructure. As the experience from Pakistan shows, modifying building standards and regulations, for instance the minimum plot size or building height limit, can not only contribute to lowering the cost of new housing development but also allow for the in-situ upgrading of already informal areas through being able to formalise them within newly adopted more flexible regulations.

Description

The Grameen Bank is a pioneering the possibly most well-known micro-finance institution in Asia, if not the world. It was started in 1976 and aims to provide small loans to households on favourable terms, notably a low interest rate. In 2009 its total revenue was 209 million USD. It is considered a success due to its low default rate, ability to keep interest rates low and borrowing terms flexible, and it does not rely on international donor funding or national government contributions and is therefore totally self-sufficient. 

In 1984 the Bank introduced housing loans. These are perceived as very attractive by low-income households and consequently there has been consistently high demand. The loan period is five years, repayments are weekly and the interest rate is fixed at eight per cent. Between February 2010 and January 2011, 7,215 houses were built using the loans, which amount to 1.16 million USD. The houses are modest yet flood resistant, important in Bangladesh’s river delta geography. With the loan, a household buys a kitset house: four pre-cast concrete columns, a sanitary slab and 26 corrugated iron roof and wall sheets and they construct it themselves. So far 130 million USD has been dispersed in housing loans. Title is invested with the borrower and in 96 per cent of cases this is a woman.
